The free-to-play battle royale My Hero Ultra Rumble is based on the My Hero Academia anime and contains many of the characters that fans of the series will be familiar with. While you start with a couple of basic characters, you can unlock more by playing or paying. One of the unlockables is Himiko Toga, but to unlock her you will need to invest a lot of time or a lot of money.
My Hero Ultra Rumble and Himiko Toga
To unlock Himiko Toga, you must obtain your special license up to level 15. The special license is the general level of your account and each new level comes with rewards such as Roll Tickets, gold, costumes or unlockable characters. It currently goes up to level 30 and there are six unlockable characters in the rewards.

How to level up the Special License in My Hero Ultra Rumble
There are two ways to level up the Special License in Rumble: pay or play. To reach level 15, you need 22,500 Hero Crystals or 450,000 EXP (or some combination of the two). Reaching the 450,000 EXP mark will take more than 50 hours. To level up a little faster, there are a couple of things you can do.
- Purchase the Season Battle Pass; This will give you extra EXP as you unlock their levels.
- Buy some EXP to increase your level.
- Join an agency; The Agency License EXP boost is a boon for anyone doing this task. A License EXP boost gives you a 100% increase in XP earned for the special license for approximately six hours.
- Complete event quests for Hero Crystals.
