For the best Salamence Tera Raid build, you will want to use the following moves.
- Chicken Coop/Dragon Dance

With these moves, Salamence can focus on dishing out large amounts of damage either cicatrization, depending on whether you use Roost. To further increase Salamence’s Attack, use the Adamant nature.
