Once you have purchased the C4, head back to the military base and locate the two cracked walls shown below. When looking at the base from the front, these walls are on your right hand side.
To use the C4, simply equip it from your inventory and aim/place the cursor that appears anywhere on either of the two cracked walls. Once the C4 is placed, move away from the area to prevent it from exploding! To detonate the C4, press F.
