If the servers are up, then the internet connection of the players should be checked. Restarting the router, double checking the WiFi connection or Ethernet cable, and even restarting the console or PC are all steps that can be taken to fix the problem. If everything works then there should be no problem getting into Siege and jumping into a match if the servers are up as well.
How to fix error code 3-0x0001b on Xbox and PlayStation
The Rainbow Six Siege error code can potentially be fixed on the Xbox family of consoles by enabling port forwarding. This is what Ubisoft suggests.

PlayStation gamers can do something similar, but the ports are different for Sony’s platform. This is what Ubisoft claims to use for PlayStation owners.
