You must first complete the entire Ancient Colors quest chain in this exact order:
When you’re done, you should be able to start The Three Primary Colors of the Solar Corona. However, it didn’t work for me until I completed Strange Stone Chronicle, so I recommend doing the latter first just in case. They have the same prerequisites, so it won’t be too much trouble to do both.
After finishing the prerequisites, head to the exact area circled in the image above to find a little Melusine named Sluasi. Speak to her to initiate the Hidden Quest.

How to complete The Three Primary Colors of the Solar Corona Hidden World Quest in Genshin Impact
After speaking to Sluasi, speak with her again to give her a gold-colored material. You can give her any of the following:
Once that’s done, speak with Sluasi again. This time, you must give her a white-colored item. Give her any of the following:
Speak to Sluasi one more time. You now need to give her one black-colored item. Give her any of the following:
Doing so will complete the World Quest, which will also count toward the Fontaine Reputation Board. You’ll get a Strange Part as a reward, on top of Primogems.
