In Cyberpunk 2077, there are different types of consumables that you can eat or drink to improve your character’s abilities, such as health, stamina, RAM recovery, and more. With Update 2.0, new permanent upgrade consumables were added to the game that enhance your abilities forever.
I found these items in the Dogtown district included with the Phantom Liberty expansion, but they rarely appear at vendors elsewhere in Night City. Simply purchase the item and the benefit will be applied automatically. You will receive confirmation after exiting the supplier menu.
All permanent perks in Cyberpunk Phantom Liberty
Consumables that apply permanent upgrades can be found in Medpoint, junk shop, bar, Netrunner and food vendors. These items have a different description than normal consumables and are highlighted with a gold pattern (see images below). Here is a list of all the permanent benefits found in Dogtown stores.
The Heavy Hearts Club (bar)
- Military Grade Lactic Acid Recyclers ($12000): Permanently increases stamina regeneration rate by 2%.
The Heavy Hearts Club (Jack)
There is another permanent upgrade item that you can find inside The Heavy Hearts Club. It can be purchased from Jack, who is located inside the first bathroom (see images below for instructions). You can visit this seller during or after the Heaviest of Hearts concert.
- Military Grade Lactic Acid Recyclers ($12000): Permanently increases stamina regeneration rate by 9%.
Next, go to the market inside the EBM Petrochemical Stadium north of Dogtown, which I have shown on the map above. There you will find a group of providers, but only the following have permanent benefits.
Dogtown Stadium Bar
- Dendritic protoplasm supplier ($12000): Permanently increases RAM recovery rate by 1%.

Laura’s Junk Shop
- Military Grade Lactic Acid Recyclers ($12000): Permanently increases stamina regeneration rate by 5%.

The Moth Bar
- Dendritic protoplasm supplier ($12000): Permanently increases RAM recovery rate by 2%.

Orbital Air Medpoint – Spaceport
- Pseudoembryonic Cell Builder Prototype ($12000): Permanently increases maximum health by 2.
This Medpoint will be closed after you complete The killer moon—The final mission in Phantom Liberty. You can get this permanent perk item at any time before the mission or during the mission when you first enter the airport terminal.

- Military Grade Lactic Acid Recyclers ($12000): Permanently increases stamina regeneration rate by 7%.
This provider only appears after you have completed the New person, same old mistakes side quest, which appears only after finishing the Waiting for the Dodgers Job. Therefore, you must own and play the Phantom Liberty expansion to unlock this item even though it is located outside of Dogtown.
